I. Basic Requirements for Record Filing
According to the requirements of Order No. 37 and 53 of the General Administration of Quality Supervision, Inspection and Quarantine of China and related documents, the inspection and supervision management of imported used electromechanical products includes four stages: record filing, pre-shipment inspection, arrival inspection, and supervision management. Before importing used electromechanical products, the consignee or their agent shall submit a record filing application to the directly affiliated inspection and quarantine bureau.
The division of labor for the location of record filing for imported used electromechanical products follows the principle of filing at the place of use. If the place of use is clear, the directly affiliated bureau at the place of use will accept the record filing application; if the place of use is not clear, the directly affiliated bureau at the port of entry will accept the record filing application. Before obtaining the relevant record filing documents, applicants should not disassemble, repackage, or ship the goods from the port of shipment to avoid unnecessary losses.

All products listed in the "Catalogue of Imported Used Electromechanical Products Subject to Record Filing Management" must apply for record filing, except for the following two situations:
(1) No record filing required: imported used aircraft engines, airborne equipment and parts, used offshore platforms, main marine equipment and materials, parts, etc., and other application matters that are not within the jurisdiction of this administrative agency.
(2) Import of used electromechanical products for repair after export, temporary export and re-import, export returns, and domestic transfers These four types of special trade imported used electromechanical products do not require record filing procedures. Enterprises should submit an approval application to the electromechanical department and handle customs inspection and customs clearance procedures with the issued approval document.★Note: Before submitting a record filing application, enterprises should first check whether the HS code belongs to the scope of record filing not granted (those listed in the "Scope of Imported Used Electromechanical Products Not Granted Record Filing" and products that are not allowed to be imported according to other national laws and regulations).

(1) "Record Filing Document for Pre-shipment Inspection of Imported Used Electromechanical Products" (hereinafter referred to as "Record Filing Document"):
For imported used electromechanical products that have obtained the Record Filing Document, pre-shipment inspection needs to be carried out overseas. The record filing applicant should promptly contact the overseas inspection agency specified in the "Record Filing Document" (contact information can be found in the "Directory of Overseas Inspection Agencies for Imported Used Electromechanical Products" in the announcement column) for pre-shipment inspection work.
(2) "Certificate of Exemption from Pre-shipment Inspection for Imported Used Electromechanical Products" (hereinafter referred to as "Exemption Certificate"): Imported used electromechanical products that have obtained the Exemption Certificate do not need pre-shipment inspection.
The validity period of the record filing administrative license decision is generally six months. It can be extended once, and the extension period is six months. The extension must be applied for before the 30 expiry date of the record filing.

(2) For those that have been released from supervision, the destination after release from supervision should be stated in the report.
(3) For used electromechanical products that are exported and then re-imported for repair after export, the reasons for repair, repair rate, and warranty period should be stated in the report.6
