I. Basic filing requirements
According to the requirements of AQSIQ Orders 37 and 53 and related documents, the inspection, supervision and management of imported used mechanical and electrical products includes four links: filing, pre-shipment inspection, arrival inspection, and supervision and management. Before the import of used mechanical and electrical products, the consignee or its agent shall file an application for filing with the Inspection and Quarantine Bureau directly under it.
The division of labor in the place of filing of imported used mechanical and electrical products follows the principle of the place of use for filing. If the place of use has been clarified, the bureau directly under the place of use will accept and record; if the place of use has not been specified, the bureau directly under the location of the port of entry will accept the record. Applicants should not disassemble, pack and ship the goods from the port of departure before obtaining the relevant filing documents to avoid unnecessary losses.

III. Scope of filing
All products listed in the "Catalogue of Imported Used Mechanical and Electrical Products Subject to Filing Management" must apply for filing, except for the following two cases:
(1) No need for filing: import of used aircraft engines, airborne equipment and parts, used offshore platforms, main marine equipment and materials, parts, etc., and other application matters that do not fall within the scope of the administrative organ's powers.   
(2) Export maintenance and repair import, temporary export re-import, export return, domestic carry-over four special trade categories of imported used mechanical and electrical products do not need to go through the filing procedures, and the enterprise shall submit an application for approval to the Electrical and Mechanical Department, with The issued approval letter goes through the port inspection and customs clearance procedures.

★Note: Before submitting a filing application, enterprises should check whether the HS code falls within the not-for-filing (included in the "Scope of Imported Used Mechanical and Electrical Products Not for Filing" and products that are not allowed to be imported by other national laws and regulations).

Four. Filing conclusion
(1) "Pre-shipment Inspection Record of Imported Used Mechanical and Electrical Products" (hereinafter referred to as "record"):
Imported used mechanical and electrical products that have obtained the record shall be subject to pre-shipment inspection overseas. The applicant for filing should promptly contact the overseas inspection agency designated on the "Recording Document" (the contact information can be inquired in the "Address Book of Overseas Inspection Agencies for Imported Used Mechanical and Electrical Products" in the bulletin board) for pre-shipment inspection work.
(2) "Certificate of Exemption from Pre-shipment Inspection of Imported Used Mechanical and Electrical Products" (hereinafter referred to as "Certificate of Exemption from Installation"): Imported used mechanical and electrical products that have obtained the Certificate of Exemption from Installation do not need to undergo pre-shipment inspection.
(3) The validity period of the administrative licensing decision on record is in principle half a year. Overdue can be extended once, the extension period is six months. Renewal must be requested no later than the expiration of the filing period30before.

(1) The report should explain in detail the necessity, current situation, current specific storage place, main purpose, and import method of the batch of old mechanical and electrical products imported by the enterprise. For sales, the imported goods should also be declared. storage place.
(2)   If the supervision is lifted, the report shall explain the whereabouts after the lifting of the supervision.
(3)   For old mechanical and electrical products that are returned for export after export, the reasons for product repair, repair rate, warranty period, etc. should be stated in the report.

(1) For imported old excavators, a clear color photo of the fuselage number must also be provided;
(2) For imported old generator sets, clear color photos of the running time shall also be provided;

The after-sales service agreement with legal effect, the after-sales service commitment of the after-sales maintenance service organization or the person responsible for the product, the qualification certificate or business license of the after-sales service organization

Filing: The filing agency will complete the review of the application submitted by the filing applicant and the accompanying application materials within 5 working days, and determine whether it meets the acceptance conditions. After the application is accepted, the filing approval time limit is 20 working days. If a decision cannot be made within 20 working days, with the approval of the person in charge of the filing authority, it may be extended for 10 working days, and the applicant will be informed of the reason for the extension.
Change/Continuation: Within 20 working days.
Card replacement: within 2 working days
