Documents Required for General Trade Import Inspection and Customs Declaration


The detailed list of documents required for general trade imports is as follows:

(1) Routine Documents:

Import customs declaration form, "Customs declaration entrustment letter/entrustment agreement", invoice, packing list, contract, bill of lading (transportation/post), and supervision certificates prompted by the H2000 system.

(2) Special Documents:

■For those not prompted by the H2000 system's supervision conditions: Entry and exit declaration for imported goods (imported used electromechanical products; imported goods transportation equipment; imported donated medical devices), technology import license, technology import contract registration certificate, import approval document for civilian explosives, import batch document for medical toxic drugs, import batch document for radioactive drugs, import batch document for blood products, import approval document and list for artworks, automatic import license (foreign-invested enterprises importing used electromechanical products listed in the "Automatic Import License Management Goods Catalog"), import license (importing used electromechanical products listed in the "Key Used Electromechanical Product Import Catalog"), if the mixture of easily controlled chemical substances is under the control of dual-use items and technology import licenses, or relevant certificates issued by the Ministry of Commerce stating that it is not under the control of dual-use items and technology import licenses;

■For those applying for preferential tariffs or preferential trade agreement tariffs: Certificate of origin, declaration of origin or declaration of origin of imported goods, transportation documents (the importer shall submit the bill of lading issued by the country or region of origin of the goods. If the goods pass through the territory of a non-agreement member, the importer shall submit the through bill of lading issued by the country or region of origin of the goods. For goods under special preferential tariff treatment that pass through the territory of a non-origin country or region, the importer shall submit a through bill of lading issued by the beneficiary country or region of origin of the goods, or an international combined transport bill of lading issued by other countries or regions in the same continent as the beneficiary country or region of origin of the goods), commercial invoice, and other documents related to "direct transport";

■For those under anti-dumping measures: Certificate of origin, original manufacturer's invoice or trader's invoice (indicating the name and invoice number of the original manufacturer), export declaration (for those with price commitment agreements);

■Internal business liaison documents: Domestic sales tax liaison form, tax audit supplementary tax liaison form, manually filled import/export customs declaration with "Customs inspection stamp", and processing trade enterprise's waiver of processing trade goods handover form;

 

■Binding documents or papers issued by customs: Pre-classification decision, customs filing form for formula pricing contracts, and notice of ordering customs procedures.
